LUX: KINNARA’S “HIDDEN APPROVALS CRISIS” TRIGGERED MARINA BAY CITY DELAYS
LUX Property Group has revealed what it describes as a “concealed approvals crisis” at Marina Bay City, alleging that actions taken by Kinnara and its former project lead Adrian Campbell directly caused construction delays, design changes, and mounting costs now impacting the project.
According to LUX, the true state of approvals was not disclosed until after Adrian Campbell was removed from the project, exposing what the company says were critical omissions and misrepresentations.
⸻
THE NOTICES THAT WERE NEVER DISCLOSED
LUX says it discovered—only after taking control—that two official notices had already been issued requiring construction on Resortside to be paused until full government approvals were completed.
These notices, LUX claims, were never properly disclosed to the project stakeholders at the time.
Instead, the company alleges the approval status was misrepresented, creating the false impression that construction could proceed as planned.
⸻
BUILDERS MISLED, WORKS COMMENCED WITHOUT APPROVAL
The situation escalated further on Beachside.
LUX alleges that builders were explicitly told by Adrian Campbell that approvals had been granted and that construction could begin.
That instruction, LUX says, has since proven to be incorrect.
After Campbell’s removal, LUX claims it became clear that the necessary approvals were still pending, meaning construction had commenced under false assumptions.
⸻
THE 18 METRE ERROR THAT BECAME A 30 METRE PROBLEM
One of the most costly consequences relates to coastal setback requirements.
LUX says construction had begun based on an 18-metre setback guideline. However, authorities later confirmed that a 30-metre setback was required.
That 12-metre discrepancy forced immediate changes:
•Redesign of beachfront layouts
•Repositioning of villas and infrastructure
•Adjustments to communal facilities
•Additional time and cost burdens
What should have been a progressing development, LUX says, was instead pushed into rework and delay.
⸻
A PROJECT FORCED INTO PAUSE
As a result, parts of Marina Bay City are now under a temporary construction pause while final approvals are completed and revised plans are submitted.
LUX is adamant this was not a failure of current management, but a direct consequence of issues inherited from Kinnara prior to the October takeover.
⸻
“THEY CREATED THE PROBLEM—NOW THEY BLAME OTHERS”
In a strongly worded response, LUX criticised what it describes as ongoing hostile behaviour from Kinnara.
“It is extraordinary,” a LUX spokesperson said,
“that the very parties responsible for these issues are now attempting to deflect blame and attack the company that stepped in to fix them.”
LUX alleges that rather than accepting responsibility, Kinnara continues to:
•Shift blame publicly
•Damage LUX’s reputation
•Avoid addressing the core approval failures
⸻
THE REAL CAUSE OF DELAYS
LUX says the facts are simple:
•Undisclosed government notices
•Misrepresentation of approval status
•Incorrect instructions to builders
•Construction commenced prematurely
•Setback requirements misunderstood or ignored
“All of this occurred before LUX took control,” the spokesperson said.
⸻
WHAT HAPPENS NEXT
LUX says it is now focused on:
•Finalising all government approvals
•Aligning plans with the 30-metre coastal setback
•Restarting construction in full compliance
Work is expected to recommence in the coming months once approvals are fully cleared.
⸻
THE BOTTOM LINE
LUX maintains the Marina Bay City project remains viable and recoverable—but says the delays were not accidental.
“They didn’t come from nowhere,” the spokesperson said.
“They were created. And now they’re being denied.”
